Stakeholder Engagement and Business Change Delivery Lead

The Department for Business and Trade (DBT) is seeking a Stakeholder Engagement & Business Change Delivery Lead to join a high-impact, multidisciplinary team delivering two flagship initiatives:

• British Industrial Competitiveness Scheme (BICS)
• AI Growth Zones (AIGZ)

Together, these programmes aim to unlock multi‑billion-pound investment, accelerate the deployment of advanced AI infrastructure, and strengthen the competitiveness of the UK's most critical manufacturing sectors. The OpportunityYou'll operate at the heart of a complex, high-profile programme, driving alignment across policy, delivery, digital, and implementation teams. This role is perfect for someone who thrives in fast-paced, multi-stakeholder environments and enjoys bringing clarity, structure, and momentum to complex transformation initiatives.

What You'll Be Doing

• Lead Stakeholder Engagement strategy and delivery, ensuring a consistent, high-quality approach across multiple work streams
• Own and evolve the Business Change Plan, integrating it with stakeholder engagement activities to drive effective adoption across the delivery ecosystem.
• Work closely with PMO, Service Design, Communications, DDaT, and Implementation teams to ensure plans are aligned to critical programme milestones.
• Segment and target stakeholder groups, supporting tailored engagement strategies and communication outputs
• Support key governance forums (e.g. Implementation Steering Group), including planning, content development, and secretariat responsibilities
• Drive delivery confidence by establishing structured engagement with delivery bodies and partners, ensuring risks are identified early and resolved quickly.
• Coordinate end-to-end delivery activity, translating programme and operating model requirements into actionable plans
• Monitor partner readiness, ensuring all stakeholders remain on track for BICS go-live
• Produce clear, decision-ready materials including reports, dashboards, and board papers

We're looking for a confident, proactive delivery lead with strong stakeholder instincts and a track record of driving business change in complex environments.

Essential Experience

• Proven experience working on medium to large-scale programmes or projects
• Strong business change management expertise, with the ability to embed change across multiple stakeholders
• Experience operating in fast-paced, high-pressure environments
• Demonstrated ability to manage risks and issues, make sound decisions, and drive delivery outcomes
• Experience coordinating across multiple teams and delivery partners

Qualifications (one or more required)

• Managing Successful Programmes (MSP) Practitioner
• APMG Change Management Practitioner
• APM Project Management Qualification
