About this role
Provide comprehensive impartial advice to tenants, landlords and managing agents on their rights and responsibilities under housing legislation including Housing Act 1988, Landlord and Tenant Act 1985, Protection from Eviction Act 1977 and The Renters Rights Act 2025.
Monitor and enforce compliance with housing regulations and legislation including Housing Act 1988, Landlord and Tenant Act 1985, Protection from Eviction Act 1977 and The Renters Rights Act 2025.
Investigate and enforce alleged breaches of Renters Right Act 2025, including discriminatory practices and unlawful rent increases and alleged breaches of Protection from Eviction Act 1977.
Maintain accurate case records and prepare evidence for enforcement action or legal proceedings.
Ensure data is collected and inputted in line with service requirements and is validated in line with current assurance processes ensuring confidentiality and data protection compliance.
Develop positive relationships with landlords, managing agents, tenants and partner agencies, including Police to support compliance and early resolution.
Work proactively with Housing Options to identify and mitigate homelessness risks arising from private rented sector disputes or unlawful eviction attempts.
Awareness of safeguarding responsibilities when working with vulnerable individuals.
Work with the Private Sector Team where inspections are required as part to check compliance with regulations, licence requirements and legislation.
Investigate contraventions to compile a report that enables formal enforcement and/or financial penalty. This may include conducting taking witness statements under PACE and obtaining evidence in line with best practice.
Actively problem solve, manage operational deliverables and respond to issues ensuring the right escalation at the right time.
Monitor and report on service performance, identifying opportunities for innovation and improvement demonstrating an understanding of best-in-class aspirations in relation to team delivery and enforcement.
Build and maintain effective relationships with internal and external stakeholders, including Councilor’s, service users, contractors, and partner organisations.
To contribute to the delivery of the Council Strategies and Polices.
Manage Councillor and MP enquires within the service that is in line with NDC’s corporate policy. Ability to know when to pass on complex matters to a line manager or relevant Private Sector Housing Officer.
Mediate disputes between landlords, managing agents and tenants.
Represent NDC at meetings, forums and events related to housing and tenancy issues.
To carry out other duties commensurate with the role.
To work in accordance with the Council’s policy, practices and service standards, particularly in relation to the Council’s core values for customer care, maintaining high standards of customer care at all times and promote a culture of service excellence.
Ensure compliance with NDC’s health and safety legislation and operational procedures, including completion of regular risk assessments of team and role functions. Identify and use initiative to resolve and /or escalate health and safety issues.
Organise and deliver workshops and training sessions for stakeholders, landlords and tenants on best practices and legal requirements. Develop informational materials and resources to educate the community about tenancy rights and responsibilities.
To work autonomously with strong time management ethic and adherence to deadlines.
