The Security Site Manager is responsible for the strategic leadership, planning, and delivery of security and public safety across Drake Circus Shopping & Leisure Centre.The role will ensure full compliance with Martyn’s Law (Protect Duty) by embedding a risk-based, intelligence-led approach to security, focused on protecting life, reducing vulnerability to terrorism, and enhancing site resilience.This position acts as the senior security lead, working collaboratively with stakeholders, tenants, law enforcement, and emergency services to deliver a coordinated, proactive, and compliant safety environment

Job Requirements
SIA Door Supervisor LicenceProven experience in a security management or leadership roleStrong understanding of risk management, public safety, and security operationsKnowledge of Counter Terrorism principles and Martyn’s Law / Protect DutyExcellent leadership, communication, and stakeholder engagement skillsStrong analytical and problem-solving abilityFlexibility to work outside normal hours where requiredAbility to respond to incidents and emergencies as neededCommitment to continuous professional developmentDesirableSIA CCTV LicenceFormal qualification in Security Management, Risk, or Counter TerrorismExperience managing security within a retail, leisure, or public space environmentJob ResponsibilitiesStrategic Security LeadershipProvide overall leadership and direction for all security and public safety operations.Develop and implement a site-wide security strategy aligned with organisational goals and legal requirements.Promote a proactive, risk-based security culture focused on prevention and deterrence.Martyn’s Law (Protect Duty) ComplianceLead the implementation and ongoing compliance with Martyn’s Law, ensuring proportionate and effective security measures are in place.Maintain Terrorism Risk Assessments and Vulnerability Assessments.Develop, implement, and regularly review Counter Terrorism Action Plans and emergency procedures.Ensure all stakeholders (including tenants and contractors) understand and comply with their responsibilities under Protect Duty.Maintain full documentation and evidence of compliance for audit and regulatory purposes.Embed a strong public vigilance culture (e.g. “See it, Say it, Sorted”).Risk, Intelligence & Continuous ImprovementAnalyse incident data, trends, and intelligence to inform decision-making and resource deployment.Produce regular security and risk reports with actionable insights and recommendations.Continuously review and improve security measures based on evolving threats and vulnerabilities.Ensure lessons learned from incidents and exercises are embedded into operational practice.Stakeholder & Multi-Agency EngagementBuild and maintain strong partnerships with Counter Terrorism Policing, local authorities, emergency services, and community stakeholders.Chair and lead a Security & Resilience Working Group involving occupiers and site partners.Represent the site at external security forums and networking events.Influence stakeholders to support investment and compliance with security initiatives.Security Operations OversightOversee the delivery of daily security operations ensuring alignment with policies, procedures, and best practice.Ensure appropriate resource planning and deployment based on risk and business needs.Maintain operational readiness, resilience, ensuring robust response capability at all times.Ensure effective communication with the client, providing timely updates on all security matters.Governance, Compliance & AssuranceEnsure all contractual and regulatory requirements are consistently met.Conduct regular audits and compliance checks across all security functions.Maintain accurate and auditable records, including policies, procedures, and incident logs.Ensure Assignment Instructions and procedures are current, relevant, and effectively communicated.Create and deliver monthly and quarterly service reviews to the customerPeople Leadership & Capability DevelopmentLead, manage, and develop the security team, promoting a high-performance culture.Develop and maintain a site-wide training and competency framework, aligned to Martyn’s Law requirements.Ensure all staff (including non-security personnel where appropriate) receive relevant counter-terrorism awareness training (e.g. ACT Awareness).Conduct performance management, coaching, and development planning.Promote staff welfare, engagement, and professional standards.Incident Management & InvestigationsOversee and coordinate response to security incidents, ensuring effective management and resolution.Lead or support investigations into incidents including theft, damage, and security breaches.Ensure robust reporting processes and post-incident reviews are conducted.
