Overview
Buckinghamshire Council are seeking a motivated and detail-oriented Strategic Procurement Officer who is looking to develop a career in public procurement. If this is you, we would be delighted to hear from you about playing a pivotal role supporting procurements within our Services and Supplies Business Partner team. This is an exciting opportunity to support the delivery of compliant, value-driven procurement activity across a diverse range of council services (Communities, Planning, Growth and Sustainability, and Resources).
Our Strategic Procurement Team is a close-knit team who advise and work closely with our service areas to ensure collaboration in developing and executing successful contract awards. We bring together experiences and lessons learned to ensure the most effective approach. Our newly restructured Strategic Procurement Team aim to secure value for money in all that they do, ensuring commercial thinking and innovative solutions to engage contracted out solutions.

About the role
As a Strategic Procurement Officer, you will play a key role in supporting the sourcing of goods and services, ensuring compliance with UK procurement legislation and the Council’s contract procedure rules. You will work closely with internal stakeholders to deliver efficient procurement processes that achieve best value for the community.
You will be well supported by managers and peers within a new and dynamic team who in less than a year have really elevated positive change within the council with a new service delivery model. This is a great opportunity to thrive and make your stamp in a can-do, close-knit team.
Some of the key responsibilities include
· Support the delivery of end-to-end procurement activities in line with the Public Contracts Regulations and internal policies. From pre procurement engagement to moderation to contract award in accordance with the procurement cycle.
· Liaise with service areas to develop business case and service specification documents.
· Manage the procurement process for above threshold procurements, including contract negotiations, ensuring compliance with relevant legislation.
· Drive value and sustainable outcomes in partnership with service area
· Provide clear, balanced, and accurate advice to service departments and commissioners.
· Prepare tender documentation, including specifications, evaluation criteria, and terms and conditions. Champion the use of our In-Tend e-procurement systems to run tender processes and maintain audit trails
Any-Desk working
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements. The team typically works together every Thursday.
About you
The successful candidate will be part of a small team within Strategic Procurement, led by the Procurement Business Partner and directly reporting to one of the two Strategic Procurement Managers. As we look to expand our service offering and drive continuous improvement, you will have an opportunity to contribute and shape our future.
You will be a commercially minded thinker with strong people skills in building relations within the team and your service area customers.
A confident communicator with the ability to work collaboratively across teams. Able to manage multiple tasks and meet deadlines in a busy environment. You will be able to provide high-quality procurement advice according to PA23 or PCR2015 and lead above threshold PA23 compliant projects and programmes as the strategic procurement subject matter expert based on evidenced experience of delivery across the entire procurement and supply lifecycle.
You will have strong working knowledge of relevant e-procurement systems such as In-Tend or similar tender portals.
