As a Business Change Manager, you will play a pivotal role in promoting and supporting the business in implementing change and improvements. This includes carrying out Business Change activities for a range of projects from relatively small changes, continuous improvement (CI) initiatives and complex projects. Additionally, you will contribute to the progression of the Business Change Manager profession and Continuous Improvement within APHA.
You will be proactively preparing the business for the impact of the changes being delivered by the project or change initiative. Acting as a bridge between the project and the business users, you will ensure that activities are planned and completed to enable the business to implement the agreed change and realise the business benefits. The change initiatives to be managed will vary according to business need and may include involvement with CI. You will be working across disciplines with colleagues focused on business analysis, project management and project management office.

One FTA/Loan/Secondment post until 30/09/2027 - This role sits within APHA Borders and Trade Programme, which is preparing the organisation for changes arising from the UK and the EU’s commitment to pursue a new Sanitary and Phytosanitary (SPS) agreement.
The programme supports EU reset activity by delivering changes to systems, processes, and ways of working as negotiations progress.
You will work under the direction of Programme Managers to deliver work that enables the safe trade and movement of animals, plants, and agrifood products, whilst upholding high standards of biosecurity and food safety.
The posts will be offered in merit order with the permanent post going to the highest scoring candidate and the longest term FTA/Loan/Secondment post going to the second highest scoring.
You will be required to carry out duties commensurate with the grade and purpose of the role including, but not limited to, the following:
- Leadership & Delivery - Lead business change activities, champion best practice, provide expert guidance, and assess stakeholder impacts to support delivery of Business Case benefits and drive successful adoption.
- Business Case – Support the Project Manager in preparing and updating the change management elements of the business case.
- Change Products - Provide input into creation of required Business Change products, supporting the engagement of relevant business/end users during the process.
- Change Planning - Support the Project Manager in preparing and updating the change plan.
- Business Readiness - Support the Project Manager and business / end users in identifying, qualifying, and updating business readiness criteria before implementation.
- Benefits Management - Support the Benefits Manager, Project Manager and stakeholders to identify and leverage benefits. Considers Benefits Management in all Business Change activities.
- Change Communication - Support Stakeholder Manager and Project Manager to create and maintain communications plan in relation to Business Change Management.
- Stakeholder Management - Identify stakeholders, ensure their inclusion in stakeholder engagement plan and act as a point of contact for nominated stakeholders.
- Guidance and Support – There is the opportunity to be mentored by a more senior Change Managers or Project Delivery Professionals.
