The role whilst hosted by West Sussex County Council will also work for Brighton & Hove City Council, East Sussex County Council, NHS Integrated Care Board and Sussex Partnership Foundation Trust.

Across Sussex, there is a growing need for suitable move-on accommodation for individuals with ongoing health and social care support needs. This reflects wider pressures within local housing services, including increasing numbers of people in temporary accommodation and a limited supply of housing options.
This role offers an exciting opportunity to work collaboratively with partners across housing, health, and social care to help diversify and strengthen accommodation pathways. You will support the development and expansion of innovative care and support models, building on existing schemes to better meet local needs.
As a key strategic role, you will ensure that health and social care priorities are informed by a strong understanding of both current and future demand. You will identify gaps and opportunities, helping to drive meaningful improvements so that people in Sussex can access the right support at the right time.
You will play a lead role in driving transformation, improving pathways, and overseeing market development. This will include enabling innovation and supporting delivery throughout the duration of the programme. The role requires strong partnership working across organisational boundaries, engaging with a wide range of stakeholders-including service providers, health and social care partners, and people with lived experience.
Working in a matrix way across services, you will be responsible for designing and developing a sustainable model to support the health and social care market.
About You
You will be able to travel independently across Sussex to meet with providers and partners as required. The role involves managing complex programmes of work, requires sustained concentration, and demands the ability to deliver outcomes to agreed timelines and budgets.

Experience and skills
What you'll need to succeed
- You will understand the social and economic context of the health and social care framework in which local authorities and the National Health Service (NHS) work and the implications of this for delivery of cross authority objectives.
- You will need significant commissioning and health and social care experience.
- You will make a commitment to working with the market to develop high quality and empowering services for customers and be able to demonstrate you have a proactive and innovative approach to collaborating and working with partners to secure shared outcomes within a complex operating environment.
- You will be an innovative thinker, collaborator, and change maker able to lead in an ambiguous context and remain focussed on delivering results.
- Educated to post-graduate level or equivalent, you will have significant experience of leading, developing and shaping services and in depth understanding of the health and social care commissioning environment.
- You will have extensive prior experience of translating business strategy into effective plans and action in a large organisation.
- Experience of having worked at a senior level in a political and multi-agency environment, within the health or social care arena.
- Experience of leading complex projects to develop skills, capacity, and performance and to achieve delivery of innovative long-term outcomes and service improvements.
- Experience of working in partnership in complex environments leading initiatives in a complex and/or political environment.
- Evidence of effective co-production in realising improved outcomes.
