About this role

Job Description

The Commercial Contract Advisor provides specialist advice and operational support to Council services operating within a devolved procurement model. The post holder will support services to understand, interpret and apply contractual terms and obligations in line with procurement governance, guidance and legislation.

The role acts as a key interface between services, Commercial & Procurement colleagues and Commercial Legal Services, ensuring contracts are properly recorded, monitored and administered throughout their lifecycle to support assurance on contract management activities. The Contract Support Officer does not lead procurement exercises or contract negotiations but enables effective and compliant contract management through guidance, coordination and assurance activities.

Requirements

Qualification at SCQF Level 8-9 (HND/Degree) in a relevant subject such as business administration, legal, procurement, finance or public administration (or demonstration of equivalent experience).

The Individual

As a minimum, demonstrate skills and experience in

  • Providing advice and guidance to non specialist stakeholders
  • Interpreting contractual or governance documentation and explaining requirements clearly
  • Maintaining accurate records and management information
  • Organising and prioritising workload to meet deadlines
  • Effective written and verbal communication
  • Working collaboratively across teams and professional disciplines
  • Confident use of ICT systems and Microsoft Office applications

As a minimum, demonstrate an understanding of

  • Contract administration or support within a public or regulated sector environment
  • Public sector legislation
  • Basic principles of procurement and contract management
  • The roles of Procurement and Legal Services within a local authority
  • Risk awareness within contractual and service delivery environments

Other requirements • Ability to travel and work flexibly across Council locations as required (which will include to partner Council locations)
