About the Role
We are looking for an experienced QHSE Business Partner to support PPS team within Mitie, providing dedicated QHSE support, direction and leadership across the PPS portfolio.
You will act as the central QHSE point of contact for PPS, working alongside operational leaders to embed a consistent, proportionate and practical QHSE approach that supports safe and successful project delivery.
A key element of the role is bringing together the QHSE Managers currently supporting PPS, whether directly employed, dotted line or embedded within contracts, and shaping a single, aligned PPS QHSE direction.
This is a matrix role requiring strong influencing skills. You will not hold a direct reporting line over all QHSE colleagues supporting PPS, but you will be expected to build trust, credibility and alignment across the community, so that PPS receives coherent QHSE support regardless of reporting structure.
You will also work closely with Business Services and Technical Services QHSE teams to ensure PPS activity is joined up with the wider Projects QHSE framework, avoiding duplication and ensuring consistency where it matters.
Key Responsibilities
-Act as the lead QHSE Business Partner for PPS, providing day-to-day advice, direction and challenge to the PPS operational leadership team.
-Develop and drive a PPS-specific QHSE strategy and plan, aligned to the wider Mitie Projects and Group QHSE frameworks.
-Bring together all QHSE Managers supporting PPS, direct QHSE reports, dotted line and embedded, into a coordinated community with a single, consistent direction, influencing without direct authority.
-Work with the Project Managers to ensure PPS priorities are understood, supported and reflected in individual objectives.
-Translate Group QHSE requirements into practical, proportionate PPS application, ensuring operational teams can adopt and evidence them effectively.
-Provide expert QHSE advice to PPS operational leaders and project managers on legal compliance, risk management and project delivery, including CDM, RAMS, permit-to-work, incident reporting and contractor management.
-Lead or support significant incident investigations, ensuring root causes are identified, lessons learned are shared and corrective actions are embedded.
-Conduct or oversee QHSE audits, inspections and leadership site visits within PPS, promoting a proactive reporting culture and a visible QHSE presence at all levels.
-Support PPS mobilisation of new contracts and projects, ensuring QHSE arrangements are in place from the outset.
-Work closely with Business Services and Technical Services QHSE leads to ensure PPS activity is joined up with wider Mitie QHSE governance, procedures and reporting, and represent PPS in cross-business QHSE forums.
-Support shared learning and initiatives (e.g. CDM, incident learning, assurance, audit close-outs) and ensure consistent adoption across PPS.
-Provide PPS QHSE performance insight to the PPS leadership team and QHSE Director, including trends, risks and improvement actions.
-Where required, support accreditation schemes (e.g. Achilles, Avetta, Constructionline) and internal governance.
-Manage and champion the use of digital QHSE tools and systems, such EcoOnline, and project management tools.
-Identify capability gaps within the PPS QHSE community and support development, coaching and upskilling.
-Support internal and external audits, ensuring findings are closed out effectively and improvements are sustained.
About You
You are a credible and experienced QHSE professional who is comfortable working in a matrix environment. You know how to build trust, bring people together and influence outcomes without relying on direct authority. You understand the realities of project delivery and are able to translate QHSE requirements into practical support that operational teams value.
Essential Experience & Qualifications
Significant Experience in a CDM role
-Significant QHSE experience within a projects and construction
-Proven experience of business partnering with senior operational leaders.
-Strong knowledge of UK health and safety legislation,
-Experience supporting incident investigation, audit, assurance and client-facing QHSE activity.
-Excellent stakeholder engagement, influencing and communication skills, able to align diverse teams behind a common direction.
-NEBOSH Diploma or equivalent.
-CMIOSH or working towards.
Desirable
-Environmental and/or Quality qualifications (e.g. IEMA, CQI).
-Building Safety Act knowledge.
-Experience of training, coaching and developing QHSE and project professionals.
