About this role

The post holder will lead the development and delivery of analytical services for the Borough Based Partnerships (Harrow and Barnet), embedding a population health management approach across place‑based working. They will provide strategic and operational insight to senior leaders, translating complex, linked data into clear, actionable intelligence that informs decision‑making, performance management, commissioning and service improvement, while keeping resident outcomes and health inequalities at the centre. The role will champion effective use of system data platforms, support proactive and preventative care, enable integrated neighbourhood pathways, and evaluate the impact of interventions. Working collaboratively with BI, clinical and delivery teams across the partnership, the post holder will develop accessible dashboards and intelligence products, strengthen data quality and governance, and build analytical capability, ensuring data and insight are consistently used as core enablers of integrated, neighbourhood‑based care.

Strategic Leadership & Decision Support

Lead delivery of analytical services for the Borough-Based Partnership, embedding a Population Health Management (PHM) approach. Act as a trusted advisor, translating complex data into actionable insight. Support place-based forums with a focus on improving outcomes and reducing inequalities.

Integrator Function & Coordination

Position analytics as a core enabler of integrated working. Align partners around shared priorities, evidence, and interventions. Coordinate insights to create a holistic view of population need.

Data & Analytics Delivery

Maximise use of ICB platforms (WSIC/SDE) and linked, longitudinal data to support proactive care. Work with data, BI, and informatics teams to deliver high-quality outputs.

Population Health & Insight

Drive a shift to preventative care through segmentation, predictive insight, and evaluation of interventions to support continuous improvement and scaling.

Collaboration & Capability

Build strong system relationships, manage and develop staff, and promote data-led ways of working. Enhance capability through training and support for non-analytical teams.

Governance & Delivery

Establish robust governance, manage risks and interdependencies, and lead delivery of complex programmes, ensuring analytics drives integrated, neighbourhood-based care.
