Winchester City Council is looking to recruit a dedicated, enthusiastic and self-driven Building Control Team Leader to join our friendly and high-performing Building Control Service. This is an excellent opportunity to play a key role in delivering a quality service across approximately 250 square miles of central Hampshire, covering a diverse area of historic towns, scenic villages and attractive rural environments.
The successful applicant must have a minimum of 5 years proven experience in plan checking and onsite inspections across a variety of application types. They must have good verbal and written communication skills, strong IT and records management skills, excellent attention to detail, and the ability to effectively prioritise a varied workload for themselves and the wider team. A detailed knowledge of the Building Act 1984, Building Regulations, and the Building Safety Act 2022 is essential as is the ability to manage and support a team of surveyors on technical building control matters. The role is also expected to assist the Service Lead in the delivery of BSR returns, service audits and the Council’s duty to collect the Building Safety Levy.
Candidates must hold a minimum BSR Class 2D competence and be a member of a recognised professional body such as RICS, CABE, or an equivalent organisation. As this role is largely site-based, applicants must be able to meet the physical requirements, and travel demands associated with the position.
Experience within a local authority Building Control environment is desirable, along with a proactive approach and a strong commitment to maintaining high professional and service standards.
We offer a comprehensive benefits package, including
· 26 days annual leave, rising to 33 days with length of service
· Up to 13 additional flexi-leave days per year (subject to operational requirements)

· Discounts with major high street retailers and local leisure centres
· Salary sacrifice schemes for car and cycle to work
· Free parking at any Winchester Park and Ride during work hours
· Membership of the Local Government Pension Scheme

· A supportive and inclusive working environment
· Ongoing support for professional development
