The Maritime and Coastguard Agency (MCA) implement the government's maritime safety policy in the United Kingdom and works to prevent the loss of life and occurrence of pollution on the coast and at sea.
The Health and Safety Policies, Procedures and Guidance Lead is part of the Health, Safety, Environment and Sustainability team (HSES) and reports to the Head of Health and Safety. This role will manage HSES systems including MCA wide policies, standards, procedures and guidelines. This includes the development of new documents, updating existing documents and maintaining systems to ensure they remain fit for purpose and align with relevant legislation as well as current operational procedures.

Your responsibilities will include, but aren’t limited to
- Working with the HSES team to identify, create, develop, gain approval, issue and update HSES documentation including policies, standards, procedures and guidelines to fit the new policy, standards, procedures and guidelines format. To provide supporting background information to ensure MCA wide communication and availability.
- Lead the development, review and update of Health and Safety policies, procedures and guidance documents to support MCA operational, regulatory and corporate activities.
- Work collaboratively with Health and Safety specialists, operational teams and key stakeholders to gather requirements, understand current practices and identify gaps or inconsistencies in existing documentation.
- Ensure all documentation is legally compliant with relevant UK Health and Safety legislation, maritime regulations and government standards, including alignment with HSE guidance and MCA internal governance requirements.
- Translate complex legislative and technical requirements into clear, concise and user-focused guidance that is accessible and practical for staff and managers.
- Review existing Health and Safety documentation to ensure consistency, clarity, relevance and accuracy, recommending improvements where required.
- Develop standardised templates, document structures and writing conventions to support a consistent approach across all Health and Safety policies and procedures.
- Ensuring HSES systems meet any relevant external standards, such as HSG65 and any future requirements as adopted by the agency e.g. ISO 45001, ISO14001 etc.
