As Head of Commercials (Capital Projects), you will join a growing Capital Projects team delivering works across a major government contract/site.

You will play a critical role in managing contracts, costs and wider commercial activity across a diverse portfolio of capital projects delivered under NEC4 contracts, ensuring strong financial control, compliance and value for money throughout the full project lifecycle.

Job Description

In this role, you will help set and maintain high standards in cost management, supporting growth across government capital programmes and strengthening the organisation’s position in the wider projects market.

As part of this role, you will provide commercial oversight across capital projects on government sites, covering governance, compliance and risk, procurement and tendering, and the development and management of the professional services supply chain.

Key Responsibilities

Lead and deliver capital projects on a government contract/site in line with Capital Projects standards and the Global Blueprint, with a focus on capability, trust and cost control.

Act as the main point of contact for the commercial projects team.

Provide Management QS services across major programmes, day-to-day projects, and minor and small works.

Take responsibility for cost and contract management across the capital projects portfolio.

Lead tendering activity, including procurement strategy, evaluation and submissions.

Ensure a capable, competitive and compliant supply chain that supports project delivery and new business wins.

Provide strong commercial governance, ensuring compliance with contractual, financial and risk management requirements.

Work closely with commercial, finance and PMO teams to support integrated project delivery.

Professional and Personal Competencies/Qualifications

Degree qualified (or equivalent) in Quantity Surveying or a related discipline.

Professional membership (RICS or equivalent) desirable.

Strong knowledge of NEC4 contract administration (essential).

Proven expertise in cost management, tendering, procurement and contract management.

Experience with applications for payment, valuations and risk management.

Experience operating as a Senior Commercial Manager within construction and/or FM projects, preferably in government, corporate or education environments.

Experience managing concurrent projects or programmes with a combined annual value of £25m or above.

Demonstrated capability in cost estimating and producing high-quality tender evaluation documentation for clients.

Excellent analytical, negotiation and communication skills, with strong verbal and written English.

High level of IT literacy, including MS Office (Excel, Power BI), Coupa, Monday.com and other cost management tools.

Proven experience in client-facing roles and building positive relationships with senior stakeholders.

Full UK driving licence required due to travel to government sites.
