SEL ICS IG Operations Manager

Key Responsibilities

To manage the IG for the SEL ICB project work. Including the London Data Service and SEL London Care Record. To provide expert guidance on legal and statutory obligations relating to research, information and data governance, including Data Protection Act 2018, UK GDPR, Data Security and Protection Toolkit (DSPT), NHS England, NHS X, ICO and HRA guidance. Work closely with ICB programme managers, SEL Organisations and external stakeholders to maintain a high degree of awareness and application of IG standards to direct care, research and development, providing detailed guidance and expertise on enquiries concerning data protection and confidentiality in relation to programmes. Manage several boards across the ICS required to maintain IG compliance. Including organising meetings, creating meeting packs and monitoring of actions Work with colleagues across the ICS to ensure the maintenance of information asset registers, contracts registers, information flows and other IG related registers. Ensure Data Protection Impact Assessments and Information Risk Assessments relating to the projects are completed, and provide expert advice on information and data governance where appropriate. Ensure creation of IG documents where appropriate, including Data Processing Agreements; Data Sharing Agreements; Contracts and Data Transfer Agreements. To ensure projects are compliant with legislative requirement for third party contract management pertaining to IG related matters, including data sharing or licensing. Provide expert specialist information and data governance advice and guidance to the Project Lead, Strategic ICS IG Lead and external stakeholders across the system To liaise with counterpart IG leads across the ICS to ensure system coordination on the development of and support of projects. Provide expert, specialist IG advice and expertise on health research and related data access initiatives, developing high-quality, user-friendly and accurate guidance in a range of formats. Provide IG expertise and advice on use of data for secondary purposes including research management and proposals (grant applications), research ethics and data sharing/licensing and/or service agreements involving personal data. Monitor compliance of all documentation for project boards included any updates required to contracts, DPIAs or Standard Operating Procedures Coordinate, maintain and review the SEL Sharing Framework to provide clarity of purpose and enable streamlining of information disclosure routes. Continue to maintain concurrent knowledge of IG and other related initiatives pertinent to healthcare. Assist the Strategic ICS IG Lead with work planning. This includes planning and coordinating specialist project advice and technical support, planning and coordinating specialist advice and guidance, including an information hub. There is an expectation that the postholder may be responsible for contractors/consultants hired to undertake a discrete piece of service work, and/or agency temporary staff.
