About this role
We are seeking an experienced and strategic Programme Lead to join the HCPC Business Change leadership team to oversee the delivery of the portfolio of investment projects within the Business Change portfolio. Reporting to the Head of Business Change, you will be accountable for ensuring that all projects are initiated and delivered according to the business change project management methodology (which you will nurture and grow). You will provide strong management of risks, resources, costs and benefits and will provide clear programme level updates to the Business Change leadership team.
Where required, you will also lead complex, strategic change projects and will assume line management responsibilities for the project management team.
Key responsibilities
- Lead and oversee a portfolio of strategic projects and programmes, ensuring delivery aligns with corporate priorities and agreed investment plans.
- Provide clear governance, assurance and reporting on delivery progress, risks, financial performance and benefits realisation to senior stakeholders.
- Establish and maintain consistent project delivery methodologies, standards and controls across the Business Change portfolio.
- Lead the people side of change, ensuring initiatives are effectively communicated, adopted and embedded across the organisation.
- Oversee development of programme and project budgets, ensuring robust financial control, accurate forecasting and alignment with approved business cases.
- Line manage and develop the Project Management team, setting clear expectations and building a high-performing delivery capability.
- Identify, manage and escalate portfolio-level risks, issues and interdependencies in a timely and structured way.
What are we looking for?
You will be a confident and credible senior change professional with substantial experience of leading complex portfolios of projects and programmes in a regulated or public sector environment.
You will bring
- Clear and evidential experience in programme or PMO leadership at a senior level.
- Proven ability to establish and operate effective governance frameworks.
- Strong financial management and forecasting experience.
- Demonstrable experience of leading organisational change and benefits realisation.
- Experience of line managing and developing project management professionals.
- Excellent stakeholder management and communication skills, with the ability to influence at senior levels.

Location
Hybrid working with a minimum mandatory attendance of 1-2 days a week at our office in London
