Up to 15 hours a week flexible working required Job Summary The PCN Manager is responsible for the operational, strategic, and financial management of the Primary Care Network. The role supports the Clinical Director and member practices to deliver the requirements of the Network Contract DES, ensuring high-quality, safe, and effective services for the local population. The post holder will lead on workforce development, service delivery, performance management, and governance, ensuring the PCN meets contractual obligations and maximises funding opportunities. Key Responsibilities 1. Strategic Leadership & Delivery Support the Clinical Director in developing and delivering the PCN strategy Lead implementation of Network DES requirements and national/local priorities Identify opportunities for service development and innovation Support long-term sustainability and transformation of primary care services 2. Operational Management Oversee day-to-day operations of the PCN Coordinate PCN services across member practices Ensure effective systems, processes, and workflows are in place 3. Financial Management Manage PCN budgets, including ARRS funding and additional streams Monitor income and expenditure, ensuring financial sustainability Support practices with claims and funding submissions Provide regular financial reports to the PCN Board 4. Workforce & HR (ARRS & PCN shared employees) Lead recruitment and management of ARRS roles Ensure effective onboarding, supervision structures, and utilisation Support workforce planning aligned to population need Work with practices on HR processes where required 5. Performance & Quality Monitor and report on PCN performance against KPIs and DES requirements Support delivery of Enhanced Access, IIF, and local targets Drive continuous improvement through data and insight Lead on quality improvement initiatives (including PDSA cycles) 6. Governance & Compliance Ensure compliance with CQC, data protection, and NHS standards Lead on policies, SOPs, and governance frameworks Manage risk registers and incident reporting processes Support information governance and data security requirements 7. Stakeholder Engagement Act as a key liaison between practices, ICB, and external partners Build strong relationships across the system Represent the PCN at meetings and forums Support collaboration across multidisciplinary teams
