About this role
Devon and Somerset Fire and Rescue Service, the largest non-metropolitan Fire and Rescue Service in England, has the opportunity for an Organisational Learning and Evaluation Support Officer to join our Organisational Assurance team based at our Service Headquarters in Exeter. This is a permanent, full time position (37 hours per week) that offers a competitive salary starting at £38,220 and rising annually to £40,777 (gross) per annum.
Your role
As an Organisational Learning and Evaluation Support Officer you will support the development, implementation and continuous improvement of the Service's organisational learning, evaluation and assurance arrangements, ensuring that lessons identified from internal and external reviews, inspection activity and performance monitoring are systematically captured, analysed and embedded into practice.
You will design and deliver effective monitoring and evaluation frameworks, undertake assurance activity and high quality data analysis, reporting and insight to inform evidence based decision making and drive Service improvement. Working collaboratively will internal departments and external partners you will help ensure alignment with National Standards, including inspection criteria and Fire Standards, while promoting a culture of accountability, learning and continuous improvement across the Service.
You will also support governance processes through risk identification, action planning and progress tracking, contribute to national learning and best practice sharing, and deputise for the Organisational Learning, Evaluation and Assurance Manager as required. You will also represent the Service at relevant internal and external forums.
Key responsibilities
-To support the development and continuous improvement of organisational learning, evaluation and assurance processes.
-To capture, analyse and support the embedding of learning from reviews, inspections and performance activity.
-To design and implement evaluation frameworks, methodologies, and tools to access performance, outcomes and impact.
-To collect, analyse and interpret qualitative and quantitative data to generate insight and inform decision making.
-To produce clear reports, dashboards and visualisations to communicate trends, findings and recommendations.
-To undertake assurance activity, including compliance checks, dip testing and Fire Standards assurance.
-To monitor and report on actions, risks and progress against improvement plans, including inspection activity by His Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS).
-To work collaboratively with internal and external stakeholders to align learning, evaluation and assurance activity.
-To ensure alignment with national standards, including HMICFRS, Fire Standards and guidance from the National Fire Chiefs Council (NFCC).
-To promote a culture of continuous improvement and organisational learning, including delivering support, guidance and representation where required.
